NEWFOUNDLAND AND LABRADOR
International Graduate Category
The International Graduate stream of the Newfoundland and Labrador Provincial Nominee Program (NLNP) is designed for graduates who have completed at least half of their post-secondary education at an approved Canadian institution and who have secured a job offer, or are currently employed, by an employer in Newfoundland and Labrador. This pathway offers a route to provincial nomination for permanent residency.

Job Offer
To qualify for the International Graduate stream, candidates must have a full-time job offer from an eligible employer in Newfoundland and Labrador. The job must be directly related to their field of study. Candidates must meet any additional education and experience requirements specified in the job description.
Language Proficiency
Applicants need sufficient language proficiency to perform their job roles effectively. For positions classified under NOC Skill Level C or D, candidates must provide official language test results showing they meet at least Canadian Language Benchmark (CLB) level 4.
Level of Education
Applicants must have graduated from a recognized Canadian post-secondary institution, having completed at least a two-year diploma or degree, or a one-year post-graduate degree. Additional educational credentials required for the job must also be met, and the institution need not be located in Newfoundland and Labrador.
Work Experience
Candidates must be employed in Canada under a valid Post-Graduation Work Permit (PGWP) with at least six months remaining before expiry at the time of application. If the degree or diploma was obtained outside of Newfoundland and Labrador, the candidate may need to have been employed for at least one year in their field of study before applying. All work experience must be relevant to the job offered.
Application Procedure
The International Graduate stream accepts applications continuously. Eligible candidates must submit a complete application along with a fee of $250 CAD. Successful applicants will receive a provincial nomination from Newfoundland and Labrador. Following the nomination, candidates have six months to submit a federal application for Canadian permanent residence. This application must be completed on paper and mailed to the designated application center. The processing time for paper-based PNP applications for permanent residence is generally within 18 months.
