British Columbia Skills Immigration Overview
The British Columbia Skills Immigration program is a key part of the British Columbia Provincial Nominee Program (BC PNP), which itself is a Provincial Nominee Program (PNP) run by British Columbia. It offers a route for workers and international graduates equipped with the necessary skills, education, and experience to contribute to the BC economy, providing them with the opportunity to be nominated for Canadian permanent residency.
Included in the BC Skills Immigration program are several streams:
- BC Skilled Worker
- BC Healthcare Professional
- BC International Graduate
- BC International Post-Graduate
- BC Entry Level and Semi-Skilled Worker
A job offer from a British Columbia employer is generally required for most of these programs, notably without the need for a Labour Market Impact Assessment (LMIA) for validation. Successful provincial nomination candidates will receive a work permit support letter from BC, aiding in the acquisition of work authorization during the immigration process. Applicants must register via BC PNP Online, the digital gateway for managing the Skills Immigration Registration System (SIRS), handling applications and candidate rankings.
British Columbia Express Entry
Participation in the Express Entry system is not a prerequisite for BC Skills Immigration streams. However, many of these streams provide a quicker route to permanent residency for those with an active Express Entry profile. The process for applying through Express Entry remains the same up until provincial nomination, after which, candidates submit a federal application for permanent residence. Express Entry applications are processed digitally through the IRCC portal and typically within 6 months, whereas non-Express Entry candidates must submit paper-based applications, which take about 18 months to process. It’s important to note that the BC Entry Level and Semi-Skilled Worker stream does not include an Express Entry option.
Overview of BC Skills Immigration Streams
The BC Skilled Worker stream is tailored for immigrants with job offers in skilled roles from BC employers. Candidates are ranked using the BC Skills Immigration Ranking System, with only the top-ranked invited to apply for the Provincial Nominee Program (PNP).
BC Healthcare Professional
This stream specifically targets immigrants with job offers in healthcare from a BC health authority. Qualified individuals can apply at any time, provided they meet the program’s criteria.
BC International Graduate
Targeted at recent graduates from Canadian higher education institutions with BC employer job offers in skilled positions, this stream evaluates candidates based on their ranking in the BC Skills Immigration Ranking System, inviting only the most competitive for PNP application.
BC International Post-Graduate
Aimed at individuals with Master’s or Doctoral degrees from eligible BC institutions, this stream is open for application at any time to those who qualify, focusing on graduates from specific schools and programs.
BC Entry-Level and Semi-Skilled Worker
The Entry Level and Semi-Skilled Worker (ELSS) stream seeks individuals with at least 9 months of BC work experience in specified low-skilled occupations or geographical areas, who also have a job offer from a BC employer. Ranked by the BC Skills Immigration Ranking System, only top candidates are considered for PNP. This stream does not accommodate Express Entry applications.
BC Skills Immigration Ranking System
The ranking system allocates points across various factors for candidates with registered profiles, prioritizing those with the most competitive scores for program application. The points are distributed as follows:
Economic Factors (120 Points Total)
- Job Offer Skill Level: Up to 60 points
- Job Offer Wage: Up to 50 points
- Employment Regional District: Up to 10 points
Human Capital Factors (80 Points Total)
- Related Work Experience: Up to 25 points
- Education Level: Up to 25 points
- Language Proficiency: Up to 30 points
Total Points Available: 200
It’s important to note that not all BC Skills Immigration streams utilize the BC Skills Immigration Ranking System for candidate evaluation.
