The Skilled Worker stream of the Newfoundland and Labrador Provincial Nominee Program (NLNP) invites foreign workers from all NOC Skill Levels to seek provincial nomination. Additionally, those with experience in NOC Skill Level 0, A, or B may qualify for the Express Entry Skilled Worker stream of NLNP if they are part of the federal Express Entry pool.

Job Offer
Eligibility for the Newfoundland and Labrador Skilled Worker stream requires a valid, full-time job offer from a recognized employer within the province that meets industry standards. Candidates must possess the necessary language proficiency, educational background, and work experience to fulfill the duties of the offered position. Candidates currently employed in Canada should have a valid work permit or be eligible to apply for one if residing abroad.
Language Proficiency
Proof of English or French language proficiency is required. For roles classified under NOC Skill Level C or D, a minimum of Canadian Language Benchmark (CLB) level 4 is needed.
Application Procedure
The Newfoundland and Labrador Skilled Worker stream accepts applications on a rolling basis. Eligible candidates must submit a fully completed application along with a fee of $250 CAD. Successful candidates will receive a provincial nomination from Newfoundland and Labrador, after which they have six months to file a federal application for Canadian permanent residence. Applications must be completed on paper and mailed to the designated application center. Processing times for paper-based PNP applications for permanent residence typically take up to 18 months.
